The Fort Wayne, IN, Weed and Seed effort has become a model for a “special emphasis” site; that is, a site that applies the Weed and Seed approach to focus on one issue or population and reduce crime in a specific high-crime area. For Fort Wayne, that meant exploring its reentry problems.

A.S.T.A.R Is Born; Offenders Are Reborn
According to Abdur R. Rashid, developer of the A.S.T.A.R. program, “reentry is a process and not an 8 hour-a-day job. It takes the efforts of the whole community to help.” Rashid, a former inmate, developed the training program to help ex-offenders deal with anger management, domestic violence, and employment issues.
