II. METHODOLOGY

• The FB's anti-drug program is a combination of three components: (1) determine the percentage of personnel resources within the Organized Criminal Enterprises that is drug-related and apply that percentage to remaining decision unit resources, (2) calculate a percent of total cost based on crime statistics from the Bureau of Justice Statistics, and (3) direct costs related to drug specific projects.



• On review of its current drug control scoring methodology, FBI has revised the estimate of drug resources for its Violent Crime Budget. Based on data from the Bureau of Justice Statistics, FBI has modified the percentage of drug-related resources for its anti-violent crime activities from 50 to 60 percent.

III. PROGRAM SUMMARY

• The FBI is charged with investigating all violations of Federal laws with the exception of those which have been assigned by legislation to other agencies. The FB's jurisdiction includes a wide range of responsibilities in the civil, criminal, and security fields. Among these are terrorism, kidnaping, extortion, bank robbery, interstate transportation of stolen property, civil rights matters, interstate gambling violations, narcotics violations, fraud against the Government, and assault or murder of the President or a Federal officer.



• In the area of drug enforcement, the FBI supports Goal 2 and Goal 5 of the National Drug Control Strategy by identifying, disrupting and dismantling core trafficking organizations through long-term, sustained investigations aimed at dismantling trafficking networks, arresting their leadership, and seizing and forfeiting their assets. The program is structured to enhance the FB's drug intelligence base, identify trends and make projections, concentrate resources in major centers of drug trafficking activity, and provide assistance to other law enforcement agencies.

IV. BUDGET SUMMARY

1997 Base Program

• The 1997 base program includes $190.7 million and 1,526 FTEs for Goal 2 and $626.7 million and 5,023 FTEs which support Goal 5 of the National Drug Control Strategy.



• Violent gangs are now having a major impact on the quality of life in communities throughout the Nation. The criminal acts of many gang members are both extraordinarily violent in nature and seemingly indiscriminate. Although most gangs can be traced to major urban areas, they have migrated throughout the country. Drug trafficking, particularly in "crack" cocaine, has been the driving force behind much of this migration. Street gangs involved in drug distribution often use violence to protect and maintain control of their drug distribution markets. The FBI will continue to provide support to Goal 2 of the National Drug Control Strategy by targeting the most significant organized drug gangs.



• To improve the effectiveness of law enforcement to stop the flow of drugs into the United States, especially the Southwest border, the FBI and DEA are currently engaged in a number of coordinated and aggressive investigative efforts, targeting key elements of major drug trafficking organizations. The FBI and DEA are targeting key elements of four of the most significant Mexican drug trafficking organizations in Mexico and the United States. This initiative is having significant successes in identifying and disrupting core organizations, as well as secondary organizations providing transportation, distribution, and money laundering services throughout the United States.



• The FBI continues its commitment to providing support for Goal 5 through efforts to strengthen cooperative law enforcement efforts with Mexico. The FBI is enhancing the level of agent and support resources along the Southwest border and in support of Resolution Number 6 (FBI agents assigned to the Mexico City country team). In addition, the FBI has appointed agents as Mexican Border liaison officers to assist in ongoing investigative efforts with the Mexican law enforcement and diplomatic personnel to ensure any diplomatic and investigative issues are resolved expeditiously.



• This effort concentrates FBI resources on disrupting and dismantling the most significant drug trafficking organizations. The FBI will continue to maximize its efforts on Nigerian, Asian and Dominican Criminal Enterprises activity.



• In addition, the FBI anticipates receiving $103 million in reimbursable funding to support 981 FTEs for its OCDETF activities.

• The total FY 1998 drug control budget request is $865.4 million, an increase of $48.0 million over the FY 1997 enacted level. This request includes adjustments to base of $18.7 million and 71 FTEs and program enhancements of 72 FTEs and $29.3 million. The following provides a breakdown of the FY 1998 request by Strategy goal.

• The FY 1998 drug control request is $196.6 million 1,526 FTEs, an increase of $6 million over FY 1997 enacted levels. This increase maintains the program at current levels.

• The FY 1998 drug control request is $668.7 million and 5,166 FTEs, and increase of $42 million over FY 1997 enacted levels. This request includes adjustments to base of $12.7 million and 71 FTEs and program enhancements of 72 FTEs and $29.3 million. Program enhancements include:



• $14.2 million and 69 FTEs to expand Southwest border field investigations and address public corruption matters. These resources would be used to form new squads and to augment existing ones. These squads would continue to use a variety of sophisticated investigative techniques, long-term undercover operations, coordinated investigations with Mexican law enforcement counterparts through Bi-national Task Forces, and operation of highly placed criminal informants and



• $10 million drug-related increase for the Carrier Compliance program which would support engineering development for one additional switching platform type. This funding, together with FY 1997 resources, would allow the FBI and law enforcement to address ten of the wireline platforms and intelligent network peripherals and four wireless platforms requiring capability development. This enhancement would ensure that CALEA capabilities are engineered by five to seven of the existing major wireline switch manufacturers selling systems in the United States and would establish the basis for including law enforcement requirements in future system developments.



• $2.5 million for the Special Operations Division to enhance joint FBI/DEA major drug investigations by providing operational intelligence.



• $2.6 million to assign FBI agents to the DEA Country Attache office in Mexico under the auspices of director of Investigative Agencies Policy Resolution 6. FBI personnel assigned to the DEA Country Attache offices would respond to requests for drug investigative activity from domestic FBI offices; would assist the DEA Country Attache in DEA drug investigations as assigned; and would not perform investigations under the purview of the FBI Legal Attache office, except on an emergency basis as authorized by FBI Headquarters in conjunction with DEA Headquarters. The FBI proposes assigning two agents to Mexico City and one agent each to Guadalajara, Hermosillo, Mazatlan, and Monterrey.



• In addition, the FBI is requesting $105.7 million in reimbursable funding to support 981 FTEs for its OCDETF activities.

V. PROGRAM STATISTICS

• The FBI in accordance with the Government Performance and Results Act (GPRA) has proposed changes in the statistics gathered to more effectively measure program success.

*A Southwest border crime assessment was conducted in 1996. An assessment may be conducted in the future.

VI. PROGRAM ACCOMPLISHMENTS

• In December of 1995, Operation ZORRO II was instituted along the Southwest border, targeting key command and control elements of three of the four target organizations, to include the Amado Carrillo Fuentes Organizations, Arellano Felix Organization and the Juan Garcia Abergo Organization. On May 2, 1996, nationwide arrests of key individuals resulted in the disruption of the operations of the three target organizations. ZORRO II resulted in the conviction on 22 counts of Juan Garcia Abrego, former leader of the Gulf Coast Cartel and one of the FB's Top Ten fugitives.



• In October 1996, a Nigerian Criminal Enterprise (NCE) Task Force representing the FBI, DEA, INS, U.S. Secret Service, U.S. Customs Service and local police agencies in Boston, Chicago, Minneapolis, New York, Detroit, Pakistan, and Bangkok executed numerous search warrants and arrested 34 subjects pursuant to a variety of drug and money laundering offenses. This NCE smuggled multi-kilogram quantities of Southeast Asia heroin from Thailand through Europe and Mexico to Chicago, where it was distributed throughout the United States. The investigation utilized several court-authorized Title IIIs, which resulted in the identification of various smuggling methods and routes used by couriers. In November, an additional eight subjects were arrested based on follow-up investigations.
