III. PROGRAM SUMMARY

Drug Elimination Grants

• In the Office of Public and Indian Housing, Office of Crime Prevention and Security, $290.0 million is requested to award competitive grants and to provide technical assistance and training to Public Housing Authorities and Indian Housing Authorities. Of this amount, $20.0 million would fund Operation Safe Home, a Federal program to deal with drug-related criminal activity in public and assisted housing. Operation Safe Home brings together a coalition of forces to combat criminal and gang activity in public housing. Residents, managers, and various Federal and local law enforcement agencies work together to find, fight, and rid public housing of crime.



• Funding will be provided for enforcement support, including the reimbursement of local law enforcement agencies and additional security and protective services, and crime prevention activities, including making residents the focal point of services as participants in crime solutions. Activities also may include resident patrols, neighborhood watches, or other crime prevention efforts; youth initiatives, such as providing coaches in recreational programs, peer mentors, and training, education and substance abuse education and prevention activities; and residents services programs, including job training, educational programs, and treatment or other social services which address the contributing factors of crime.

• The 1997 base includes $96 million for prevention activities which support Goal 1, an estimated $144 million for prevention activities which support Goal 2, and $80 million for prevention activities which support Goal 3 of the National Drug Control Strategy.

• The total FY 1998 drug control budget request is $290.0 million, this is $30 million less than the FY 1997 level. This reduction is associated with a proposed one-time funding transfer of $30 million in FY 1997.



• The FY 1998 drug control request is broken down by strategy goal as follows: $87 million is for Goal 1, $9 million less than the FY 1997 level; $130.5 million is for Goal 2 activities, $13.5 million less than the FY 1997 level; and, $72.5 million for Goal 3, $7.5 million less than the FY 1997 level.

• In FY 1996, HUD received 978 applications and made 665 awards, an increase of 139 grant awards compared to the 526 awards made in FY 1995. The average grant award in FY 1996 was $264,827.
• The largest grant was awarded to the New York Housing Authority for $35 million.
• The smallest grant was awarded to the Belmont Housing Authority in Belmont, North Carolina for $25,000.
