II. METHODOLOGY

The Office of Justice Programs uses a combination of two components to determine the available resources for its anti-drug program: (1) a percent of total cost for selected programs based on a review of drug-related workload data, and (2) direct costs related to drug specific projects.

III. PROGRAM SUMMARY

The Office of Justice Programs (OJP), established by the Justice Assistance Act of 1984, supports cooperation of law enforcement at all levels in building networks that allow the criminal justice system to function more effectively. OJP accomplishes this effort by dedicating resources to aid in the fight against drugs. OJP supports four of the National Drug Control Strategy goals. The following program activities are identified by Strategy goal for which they support:

Goal 1: Educate and enable America's youth to reject illegal drugs as well as alcohol and tobacco.

OJP supports Strategy Goal 1 through program activities focused on discouraging the first-time use of controlled substances and encouraging those who have begun to use illicit drugs to cease their use. Among other things, these activities include supporting the collection of up-to-date information about trends in drug use and research findings; providing information on promoting effective prevention efforts to parents, schools and community groups; providing assistance to state and local law enforcement; and promoting the policy of a drug-free workplace.

Specific OJP programs that support the above activities include: Edward Byrne Memorial State and Local Law Enforcement Assistance Formula and Discretionary Programs; Executive Office for Weed and Seed (EOWS); Rural Domestic Violence and Child Abuse Enforcement Assistance Program; Assistance for Delinquent and At-Risk Youth Program; Office of Juvenile Justice and Delinquency Prevention Programs (OJJDPs); and Anti-Truancy, School Violence and Crime Intervention Program.

Goal 2: Increase the safety of America's citizens by substantially reducing drug-related crime and violence.

OJP supports Strategy Goal 2 through Federal assistance (financial and technical) to state and local law enforcement entities or activities whose primary purpose is to assist state and local law enforcement efforts to investigate, arrest, prosecute, incarcerate drug offenders, or otherwise reduce the supply of illegal drugs; and through activities associated with the incarceration and/or monitoring of drug offenders.

Specific OJP programs that support the above activities include: Edward Byrne Memorial State and Local Law Enforcement Assistance Formula and Discretionary Programs; Local Law Enforcement Block Grant Program; Drug Courts Program; Grants to Encourage Arrest Polices Program; State Corrections Grant Program; Grants to Combat Violence Against Women Act (VAWA) Program; Criminal Records Upgrade Program; Regional Information Sharing System Program; EOWS; and Violent Youth Court Program.

Goal 3: Reduce health and social costs to the public of illegal drug use.

OJP supports Strategy Goal 3 through activities focused on encouraging/assisting regular users of controlled substances to become drug-free, and through such means as counseling services, in-patient and out-patient care, research into effective treatment modalities, etc.

Specific OJP programs that support the above activities include: Edward Byrne Memorial State and Local Law Enforcement Assistance Formula and Discretionary Programs; Residential Substance Abuse Treatment Program; Anti-Truancy, School Violence and Crime Intervention Program; Rural Domestic Violence and Child Abuse Enforcement Assistance Program; Drug Courts; Violent Youth Court Program; and OJJDP.

Goal 5: Break foreign and domestic drug sources of supply.

OJP supports Strategy Goal 5 through investigation activities designed to immobilize illegal drug trafficking organizations by arresting their leaders and seizing their drugs and assets; prosecution activities designed to immobilize drug trafficking and money laundering organizations by prosecuting their members, forfeiting their assets, divesting them of power, and, as appropriate, extraditing, deporting and excluding their members; and R&D activities intended to improve the capacity, efficiency, or quality of drug law enforcement activities.

Specific OJP programs that support the above activities include: OJJDP; Rural Domestic Violence and Child Abuse Enforcement Assistance Program; National Institute of Justice (NIJ); and Bureau of Justice Statistics.

IV. BUDGET SUMMARY

1997 Base Program

OJP's total FY 1997 base program estimate of $796.9 million includes: $55.9 million for prevention activities which support Goal 1; $650.7 million for state and local law enforcement assistance and corrections activities which support Goal 2; $75.8 million for treatment activities which support Goal 3; and $14.5 million for investigation, prosecution, and research and development activities which support Goal 5.

1998 Request

The total FY 1998 drug control budget request is $814.6 million, an overall increase of $17.7 million over the 1997 enacted level. The following provides a breakdown of the 1998 request by Strategy goal.

Goal 1: Educate and enable America's youth to reject illegal drugs as well as alcohol and tobacco.

The total drug control request for Goal 1 is $64 million, a net increase of $8.1 million over FY 1997. The FY 1998 request includes the following program changes:

$1.3 million enhancement for the Byrne Program ($1 million in discretionary funds and $0.3 million in formula funds).

$7.5 million enhancement for the new Anti-Truancy, School Violence and Crime Intervention Program.

$1.7 million enhancement for the following programs: Assistance for Delinquent and At- Risk Youth Program, VAWA Rural Domestic Violence Program, and administrative operations.

$2.4 million reduction in OJJDP as a result of the deletion of prevention programs. This is offset by an increase for the Anti-Truancy, School Violence and Crime Intervention Program.

Goal 2: Increase the safety of America's citizens by substantially reducing drug-related crime and violence.

The total drug control request for Goal 2 is $520.6 million, a net decrease of $130.1 million from FY 1997. The FY 1998 request includes the following program changes:

$10.8 million enhancement for the Byrne Program ($8.1 million in discretionary funds and $2.7 million in formula funds).

$2.9 million enhancement for the VAWA Law Enforcement and Prosecution Grant Program.

$3.5 million enhancement for the State Correctional Grant Program.

$4.9 million enhancement for the new Violent Youth Court Program.

$29 million enhancement for the VAWA Grants to Encourage Arrest Policies Program.

$14.8 million reduction as a result of revising distribution of Drug Court Program funds from state and local drug control activities to corrections.

$161.4 million reduction as a result of eliminating the Local Law Enforcement Block Grant Program.

$0.3 million reduction to the Criminal Records Upgrade Program.

$4.7 million reduction in administrative funds based on distribution of program funds.

Goal 3: Reduce health, welfare, and crime costs resulting from illegal drug use.

The total drug control request for Goal 3 is $198.7 million, a net increase of $122.9 million over FY 1997. This request includes the following program changes:

$1.4 million enhancement for the Byrne Program ($1.1 million in discretionary funds and $0.3 million in formula funds).

$32.3 million enhancement for the Residential Substance Abuse Treatment Program.

$0.3 million enhancement for the VAWA Rural Domestic Violence and Child Abuse Enforcement Assistance Program.

$19.6 million enhancement for the new Violent Youth Court Program.

$7.5 million enhancement for the new Anti-Truancy, School Violence and Crime Intervention Program.

$58.9 million enhancement as a result of revising the distribution of Drug Court Program funds from state and local activities to treatment activities.

$0.2 million enhancement as a result of OJJDP's increased estimate of drug treatment activities.

$2.7 million increase in administrative funds based on program distribution.

Goal 5: Break foreign and domestic drug sources of supply.

The total drug control request for Goal 5 is $31.3 million, a net increase of $16.8 million over FY1997. This request includes the following program changes:

$2.7 million enhancement for the VAWA Rural Domestic Violence Program.

$12.1 million enhancement for the NIJ initiatives including: Arrestee Drug Abuse Monitoring System, and NIJ's and OJJDP's drug-related R&D activities.

$2.0 million increase in administrative funds based on program distribution.

V. PROGRAM STATISTICS

OJP programs provide support functions to various other drug control agencies and program statistics are included in those particular agencies' reports.

VI. PROGRAM ACCOMPLISHMENTS

Safe Haven Program: This program is a collaborative effort involving the EOWS, Bureau of Justice Assistance, and the Departments of Education, and Housing and Urban Development. In 1996, OJP provided additional funds for Safe Haven Enhancements to approximately 60 sites.

Community Mobilization: This training and technical assistance program is a two- component activity consisting of organizing and mobilizing law abiding residents in high crime neighborhoods, in cooperation with the police, to nonviolently confront drug dealers through peaceful marches and vigils. The intent of this nonviolent intervention is to disrupt the drug dealers' activities, to solidify community opinion against them, and to force their illegal activities out of the neighborhoods. In 1996, sites were able to use training and technical assistance funds made available to them by EOWS to select this activity. Four sites received $50,000 each in 1996 funding for community empowerment, although the training session for this initiative (in March 1997) is open to all sites.

Drug Abuse Resistance Education (DARE): Over 25 million youth have participated in the core (elementary) curriculum. In 1995, approximately 5.5 million children in 250,000 classrooms (three quarters of our nation's school system) received the core curriculum and an additional 20 million students were involved in the other components of the DARE program.

Organized Crime Narcotics (OCN) Trafficking Enforcement Program: The goal of this program is to enhance, through shared management of resources and operational decision-making, the ability of local, State and Federal criminal justice agencies to remove specifically targeted major narcotics trafficking conspiracies and offenders through investigation, arrest, prosecution, and conviction.

Multi-jurisdictional Drug Task Forces: The States have used Byrne formula grant funds to establish or enhance approximately 1,000 multi-jurisdictional drug task forces.
