The U.S. custody rate did not change much from 1997 to
1999
In 1999, the overall custody rate in the United States was just 1% greater
than the 1997 rate. However, there was substantial variation from state
to state. In 20 states, rates declined or remained stable; rates increased
in the rest of the country.
