The U.S. custody rate did not change much from 1997 to 1999

In 1999, the overall custody rate in the United States was just 1% greater than the 1997 rate. However, there was substantial variation from state to state. In 20 states, rates declined or remained stable; rates increased in the rest of the country.

Note: The rate is the number of juvenile offenders in residential placement per 100,000 juveniles age 10 through the upper age of original juvenile court jurisdiction in each state. U.S. total includes 2,645 juvenile offenders in private facilities for whom state of offense was not reported and 174 juvenile offenders in tribal facilities.
