Juvenile arrests disproportionately involved minorities The racial composition of the juvenile population in 1998 was 79% white, 15% black, and 5% other races, with most Hispanics classified as white. In 1998, in contrast to the proportions in the general population, 55% of juvenile arrests for violent crimes involved white youth and 42% involved black youth. To a much lesser extent, black youth were also overrepresented in juvenile property arrests, with 27% of these arrests involving black youth and 70% involving white youth.
