"If you build it, they will come" appears to ring true when
it comes to the construction of new or expanded
juvenile detention facilities. Before embarking on such a
costly course of action, however, a community should
carefully assess its facility needs and ensure that it is
effectively using alternatives to secure confinement when appropriate.
The Juvenile Accountability Incentive Block Grants
(JAIBG) program provides assistance in building or expanding
juvenile correction and detention facilities and in training
correctional staff. This Bulletin, one in a series featuring JAIBG
Best Practices, offers helpful information about such key
aspects as construction decisions, master planning,
facility development, and training. It also provides sources
of additional information,including useful publications.
