Funding Update

FY 2003 Solicitations

OJJDP is soliciting applications for Strengthening Abuse and Neglect Courts in America: Management Information Systems Project. This project will help child abuse and neglect courts develop, implement, and maintain automated information systems that enhance compliance with the Adoption and Safe Families Act of 1997. The solicitation was published in the Federal Register on March 26, 2003.1

OJJDP is currently developing fiscal year 2003 solicitations for the programs listed below.

Coalition Mentoring. This component of the Drug-Free Communities Support Program will support mentors to assist new or existing community coalitions in their efforts to combat substance abuse.
Enforcing the Underage Drinking Laws (EUDL) Program. OJJDP’s EUDL program helps states develop comprehensive and coordinated initiatives to address underage drinking. For information about EUDL, visit www.udetc.org/.
Girls Study Group. This project will bring together researchers and practitioners to identify strategies for preventing and reducing female delinquency and its consequences.
Internet Crimes Against Children (ICAC) Task Force Program. This program encourages the development of regional task forces that address the use of online technology to victimize children.2
Tribal Youth Program (TYP). OJJDP’s TYP grants help tribal communities develop programs that prevent delinquency, reduce violence, and improve juvenile justice systems.
TYP Mental Health Project. These grants support the provision of diagnostic and treatment services to tribal youth.

FY 2003 Funding for OJJDP

The Funding Update in the January/February issue of OJJDP News @ a Glance explained legislative issues that have complicated OJJDP’s funding situation for the current budget period.3 Those issues have been resolved.

On February 20, 2003, President Bush signed into law a bill that appropriates operating funds for the federal government through the remainder of fiscal year 2003. Now that funds have been appropriated, OJJDP can develop its FY 2003 Program Plan for publication in the Federal Register. Programs for FY 2003 are funded as they existed prior to the Department of Justice reauthorization signed into law on November 2, 2002, which introduces a number of significant changes for OJJDP.4 The provisions of this reauthorization will not take effect until FY 2004 (i.e., October 2003).
