THE GOULD-WYSINGER AWARDS by Marilyn Silver Since their creation by the Office of Juvenile Justice and Delinquency Prevention (OJJDP), the Gould-Wysinger Awards have accorded national recognition to exceptional state and local achievements in advancing juvenile justice and delinquency prevention. The awards pay tribute to James Gould and Deborah Wysinger, dedicated and talented OJJDP juvenile justice professionals who contributed significantly to the welfare of our Nation's youth during their distinguished careers. They recognize Federally-funded youth service programs and projects that advance the objectives of the Juvenile Justice and Delinquency Prevention (JJDP) Act of l974, as amended, and promote a standard of excellence for program development and implementation in juvenile justice and delinquency prevention. Gould-Wysinger Award honorees reflect a broad array of services from intervention with children at risk of delinquency and restitution by juvenile offenders to attendant care for preadjudicated juveniles and such diversion strategies as day treatment and house arrest. The settings in which these services are provided are equally diverse from community centers and alternative schools to youth homes and detention centers. The target populations vary as well. Some programs focus on at-risk children, while others provide services to those in secure detention. All strive to enhance community safety and juvenile accountability. Award Categories In l995, nominations for the Gould-Wysinger Awards will be considered for the following categories: Delinquency Prevention, including programs, research, or other initiatives designed to reduce the incidence of delinquent acts and directed to the general population of juveniles who are at risk of becoming delinquent Intervention, including programs providing educational, social, psychological, vocational, and medical services; corrective and preventive guidance and training; and other rehabilitative services designed to support development of children's competencies while protecting the public System Improvement, including programs, research, and other initiatives designed to examine issues and to improve juvenile justice system policies or procedures on a system-wide basis. Eligibility Requirements To be eligible for a Gould-Wysinger Award a project must have objectives that advance the goals and purposes of the JJDP Act. In addition, projects nominated for the System Improvement category should have a minimum of two years of operational experience, with a minimum of three years of operational experience being required for the remaining categories. Eligible nominees must also have a funding base that supports continuation of the project though the following calendar or budget year. Selection Criteria Nominees will be reviewed and rated according to the following criteria of excellence: The project has had a clear and measurable impact upon an identifiable target population with a priority need. The project has distinctive and identifiable components that support replication. The project has an identifiable base of support for its mission and purposes as documented by funding commitments and other tangible support. The project s design, nature or scope of services, or systemic impact contributes to the state-of-the-art of program or systems technology and approaches. A Shared Tradition Gould-Wysinger Award honorees share a common tradition: a record of exceptional achievement in advancing our Nation's juvenile justice system. Each has the same commitment to improving the future of the children they serve. Each contributes to the community of which it is an integral part. Each deserves our appreciation for a job well done.
