Legislation The National Defense Authorization Act of 1994, section 1122, established a requirement that the U.S. Department of Defense (DOD) develop procedures to enable state and local governments to purchase law enforcement equipment suitable for counterdrug activities through federal procurement channels. Interagency Roles DOD designated the Department of the Army as executive agent for the program. Also participating in the program are the U.S. Department of Justice (DOJ), Defense Logistics Agency, and General Services Administration (GSA). Program Goals 1. Establish a program oversight committee. 2. Fund eight, 2-year pilot projects (DOJ). 3. Establish a national network of State Point of Contact (SPOC) representatives. 4. Market the program and provide uniform support. 5. Develop tracking systems to document cost savings to state and/or local governments. 6. Seek local funding for future replication. 7. Evaluate program accomplishments. Program Access Units of government must contact the appropriate SPOC (as determined by the state Governor) listed in this fact sheet. A state must have an SPOC to participate in this program. Eligible Units Any city, county, township, town, borough, parish, village, or any other general-purpose subdivision of a state; any American Indian tribe performing law enforcement functions as determined by the Secretary of the Interior; any agency of the District of Columbia or the U.S. government performing law enforcement functions in and for the District of Columbia; any agency of the U.S. government performing law enforcement functions in and for the Trust Territory of the Pacific Islands, the Commonwealth of Puerto Rico, and the Commonwealth of the Northern Mariana Islands; or any territory or possession of the United States.
