The Regional Information Sharing Systems (RISS) Program consists of seven multistate projects that provide regional criminal information exchange and other related support services to State and local law enforcement agencies in the 50 States.
Abstract
The information system, which is the primary service, is used to identify other member agencies which are also investigating or have information on a particular individual or criminal organizations operating in the region. RISS focuses on drug trafficking, organized criminal activity, and white-collar crime. All seven projects assist member agencies in analyzing intelligence data related to particular investigations, and the projects provide money to members for the purchase of evidence, information, or other resources for multijurisdictional investigations. RISS also has a pool of investigative equipment available for loan to member agencies. Project staff provide training to member agencies, and telecommunications support includes a wide area telephone service (WATS) line for contacting the information center. This article lists the States in each of the seven projects, reports on the composition and activities of each project, and summarizes RISS' accomplishments. The International Association of Chiefs of Police recommends permanent Federal funding for the RISS program.
