Two purposes of punishment are described: justice or 'just deserts' and deterrence. Suggestions to improve the prison environment include giving prisoners opportunities to work at prevailing wages; prohibiting alcohol, tobacco or interpersonal sex; maintaining inmates who refuse to work on a welfare standard; and harshly punishing acts of tyranny, intimidation, and violence by inmates. Moreover, strengthening the authority of correctional personnel and handling all complaints against inmates and correctional officers by an outside judicial body independent of the prison administration are advocated. 2 footnotes and 3 references.
