AIDS raises a variety of issues for State and Local Governments.
Abstract
In the area of public health administration, Governments will have to establish and implement public policies in such areas as education, voluntary counseling and testing, and quarantine. Public health services involve expenditures of funds that will inevitably be a matter of concern to administrators. Funding sources will have to found and priorities established. Because AIDS involves a series of opportunistic infections requiring differing levels of care, publicly supported health care facilities, including hospitals, nursing homes, and assisted care settings, will be needed. Housing of AIDS victims and their families may have to be provided by the public sector, and zoning issues for hospice and assisted-living facilities will need to be addressed. The rights of AIDS-infected workers and of their clients and coworkers require addressing, as do the special problems associated with AIDS in correctional settings. Finally, the extent and content of public education on AIDS and problems presented by infected school students and staff need to be considered. There are no easy answers to these concerns, but Governments will have to consider them and develop appropriate policies. 24 footnotes.
