The CONPLAN is designed to provide overall guidance to Federal, State and local agencies concerning how the Federal Government would respond to a potential or actual terrorist threat or incident occurring in the United States (U.S.), particularly one involving Weapons of Mass Destruction (WMD).
Abstract
This plan establishes a structure for a systematic, coordinated, and effective national response to threats or acts of terrorism in the U.S.; defines procedures for the use of Federal resources to augment and support local and State governments; and encompasses both crisis and consequence management responsibilities, and articulates the coordination relationships between these missions. This response will entail a highly coordinated, multi-agency approach with agencies including the Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Federal Emergency Management Agency (FEMA), Department of Defense (DOD), Department of Energy (DOE), Environmental Protection Agency (EPA), and Department of Health and Human Services (DHHS). Crisis management is predominantly a law enforcement function and includes measures to identify, acquire, and plan the use of resources needed to anticipate, prevent, and/or resolve a threat or act of terrorism. Consequence management is predominantly an emergency management function and includes measures to protect public health and safety, restore essential government services, and provide emergency relief to governments, businesses, and individuals affected by the consequences of terrorism. The operational response to a terrorist threat will employ a coordinated, interagency process organized through a Lead Federal Agency concept. Request for Federal assistance by State and local governments, as well as those from owners and operators of critical infrastructure facilities, are coordinated with the lead agency. The Federal agencies directed to participate in counterterrorist operations or the resolution of terrorist incidents bear the costs of their own participation, unless otherwise directed by the President. 5 figures and 2 appendices.
