This document presents the American Probation and Parole Association's C.A.R.E. model, a framework for Collaboration, Analysis, Reentry, and Evaluation, for use in responding to the street gang violence.
Abstract
This framework was developed through the U.S. Department of Justice's Project Safe Neighborhoods Initiative (PSN) in order to deal with the continued problem of increased crime in local communities. Previous projects have shown that successful crime control needs to have strong interagency collaboration, incorporating law enforcement, prosecution and the courts, probation and parole, universities, community leaders, and faith-based organizations. Relying on these findings, the American Probation and Parole Association (APPA) developed the C.A.R.E. (Collaboration, Analysis, Reentry, and Evaluation) framework to assist probation and parole agencies in pursuing collaborative interventions. The document contains four chapters that cover each part of the framework, along with a set of recommendations for each portion of the framework. Some of these recommendations include the following: for collaboration, use diversity funding and establish a network of partner agencies; for analysis, develop a community analysis committee and encourage diversity of committee members; for reentry, incorporate community corrections in prevention and suppression efforts and assess the risk and needs of offenders using validated instruments; and for evaluation, establish a research partner and evaluate program implementation through process evaluation and program monitoring.
