This DOJ Grants Financial Guide (the "Guide") is the primary reference manual for those who receive grant awards through the U.S. Justice Department's Office of Justice Programs (OJP), the Office on Violence Against Women (OVW), and the Office of Community Oriented Policing Services (COPS Office). ABST These three grant-making components provide federal leadership in developing the nation's capacity to prevent and control crime, administer justice, and assist crime victims. This Guide should be the primary reference for the daily management of awards for all recipients and sub-recipients of DOJ grants and cooperative agreements. Grantees are guided in safeguarding grant funds and ensuring they are used for the purposes for which they were awarded. The Guide contains a variety of laws, rules, and regulations pertinent to the financial and administrative management of an award; however, there may be differences in management requirements among the three agencies. These differences are identified throughout the Guide. The Guide's requirements apply to federal awards made after December 26, 2014, and the audit requirements apply to audits for fiscal years beginning on or after December 26, 2014. Following a section that contains general information, major sections of the Guide address pre-award requirements and post-award requirements. Pre-award requirements address the application process, acceptance of the award and award conditions, and standards for financial management systems. Post-award requirements address 22 areas of financial management, such as payments, costs requiring prior approval, property standards, program income, and allowable costs. The Guide concludes with a section on organization structure, which includes organizational charts. Appendixes contain a sample award document and a sample Federal Financial Report Form (SF-425).
