This report details all actions and expenditures related to the implementation of the First Step Act of 2018 during the first 90 days of Fiscal Year 2020.
Abstract
On December 21, 2018, President Trump signed into law the First Step Act (FSA) of 2018 (P.L. 115- 391). The act was the culmination of a bi-partisan effort to improve criminal justice outcomes, as well as to reduce the size of the federal prison population while also creating mechanisms to maintain public safety. The U.S. Department of Justice is directed to report to Congress, within 90 days of enactment of this act, and every 90 days thereafter, all actions and expenditures to implement the FSA. The focus is on activities, expenditures, and resource requirements for the development, implementation, review, validation, and implementation of the risk and needs assessment instrument, as well as the evaluation of evidence-based recidivism-reduction programs and productive activities.
