REPORTING ON THE PROGRAM'S FIRST TWELVE OPERATIONAL MONTHS, THIS EVALUATION DISCUSSES THE IMPACT OF THE PROGRAM ON DEFENDANTS, THE CRIMINAL JUSTICE SYSTEM, AND THE COMMUNITY.
Abstract
A MAJOR EMPHASIS OF THIS STUDY IS THE IMPACT OF THE PROGRAM ON TERMINATED CLIENTS, INCLUDING FAVORABLY AND UNFAVORABLY TERMINATED CLIENTS. THE STUDY PRESENTS DATA REGARDING THE BASIC DEMOGRAPHIC AND SITUATIONAL CHARACTERISTICS OF ALL DIVERTED OFFENDERS, I.E., SEX, AGE, PRIOR RECORDS, OFFENSES, TREATMENT PROFILES, AND SOCIO-ECONOMIC VARIABLES, IN AN EFFORT TO DESCRIBE THE PROFILES OF INDIVIDUALS THAT WERE ARRESTED FOR PARTICULAR TARGET OFFENSES AND MEET CERTAIN PROGRAM ELIGIBILITY CRITERIA. THIS PROCEDURE FURTHER IDENTIFIES TARGET GROUPS FOR FUTURE PROGRAMMING. A DETAILED COMPARISON OF UNFAVORABLY AND FAVORABLY TERMINATED CLIENTS COVERS SUCH ISSUES AS SOCIAL EFFECTIVENESS AND CORRECTIONAL EFFECTIVENESS. A SELECTED SET OF OUTCOME MEASURES WERE ANALYZED TO EXAMINE ANY SIGNIFICANT CHANGES BETWEEN INTAKE AND TERMINATION OF DIVERTED CLIENTS. THE EMPLOYMENT RATES, RE-ARREST RATES, AND CONVICTION RATES ARE DISCUSSED ALONG WITH MAJOR TREATMENT MODALITIES RECEIVED BY CLIENTS. THE SIX MAJOR PROGRAM COMPONENTS ALSO ARE EVALUATED ON THE BASIS OF PRESTATED TARGET ESTIMATES FOR CERTAIN PROGRAM ACTIVITIES. THE EFFECTIVENESS OF EACH PROGRAM AREA IN ACHIEVING CERTAIN OBJECTIVES ALSO IS EXAMINED. A SUPPLEMENTAL REPORT PRESENTING THE FINDINGS OF A COMMUNITY MAIL SURVEY AND A CLIENT-SATISFACTION ATTITUDINAL SURVEY ARE INCLUDED IN THE APPENDIXES TO THE REPORT. THESE RESULTS FURTHER EXPAND ON THE INITIAL IMPACT OF THE PROGRAM TO DEFENDANTS AND KEY POLICYMAKERS. (AUTHOR ABSTRACT)
