COMMUNITY CORRECTIONS PROGRAMS ARE DESCRIBED AS AN ALTERNATIVE TO INCARCERATION FOR NONDANGEROUS OFFENDERS IN THIS SLIDE AND CASSETTE PROGRAM.
Abstract
THE PRESENTATION FOCUSES ON INCREASING SOCIETY'S AWARENESS OF ITS RESPONSIBILITY TO CORRECT THE OFFENDER RATHER THAN USE PUNISHMENT FOR THE SAKE OF VENGEANCE. IT OFFERS EXAMPLES OF COMMUNITY-BASED CORRECTIONS PROGRAMS ALREADY IN OPERATION IN SEVERAL STATES AND NOTES THAT THE PRIMARY CORE OF THESE ALTERNATIVES IS THE INVOLVEMENT OF PEOPLE IN CARING COMMUNITIES. OFFENDERS COME FROM THE COMMUNITY, AND ARE THEREFORE PRODUCTS OF THAT ENVIRONMENT, AND CRIME AND DELINQUENCY ARE SYMPTOMS OF THE FAILURE AND DISORGANIZATION NOT ONLY OF THE OFFENDER, BUT OF SOCIETY. IT UTILIZES EXCERPTS FROM CORRECTIONS PROFESSIONALS, SUCH AS NATIONALLY KNOWN PSYCHIATRIST, DR. KARL MENNINGER; KEN SCHOEN, MINNESOTA COMMISSIONER OF CORRECTIONS; MILTON RECTOR, PRESIDENT OF THE NATIONAL COUNCIL OF CRIME AND DELINQUENCY; AND BERNARD VOGELGESANG, DIRECTOR OF THE DES MOINES (IOWA) COMMUNITY CORRECTIONS PROGRAM. THEY PROVIDE EVIDENCE THAT COMMUNITY-BASED CORRECTIONS PROGRAMS ARE A SOLUTION TO PROBLEMS ENCOUNTERED IN THE REHABILITATION OF NONDANGEROUS OFFENDERS AND TO THE HIGH COSTS OF STATE INSTITUTIONAL CONFINEMENT.
