THE ACTIVITIES, RESOURCES, AND GENERAL PERFORMANCE OF QUEBEC'S POLICE COMMISSION IN 1977 AS WELL AS ACCOMPLISHMENTS SINCE ITS ESTABLISHMENT IN 1967 ARE OUTLINED.
Abstract
THE COMMISSION'S BASIC FUNCTIONS ARE TO FACILITATE CRIME PREVENTION, TO INSURE THE EFFECTIVENESS OF POLICE SERVICES, AND TO SERVE AS A FRAMEWORK AS WELL AS SUPPORT FOR THE LOCAL POLICE DEPARTMENTS WHICH COME UNDER ITS JURISDICTION. THE COMMISSION IS EMPOWERED TO ACT IN THREE MAIN AREAS. THE FIRST OF THESE IS QUASI-JUDICIARY: WHEN ASKED BY VARIOUS BRANCHES OF GOVERNMENT OR BY PRIVATE CITIZENS TO CONDUCT INVESTIGATIONS ON POLICIES ADOPTED BY LOCAL POLICE DEPARTMENTS OR ON ACTIVITIES OF CERTAIN DEPARTMENT MEMBERS, THE COMMISSION HOLDS AN INQUIRY INTO THE MATTER. STATISTICS ON FREQUENCY AND SOURCES OF REQUESTS FOR INVESTIGATIONS AS WELL AS A DESCRIPTION OF INVESTIGATIVE PROCEDURES ARE SUPPLIED. THE COMMISSION'S SECOND AREA OF ACTIVITY IS REGULATORY: NEW REGULATIONS FOR POLICE PROCEDURES AS WELL AS AMENDMENTS TO EXISTING ONES ARE LISTED. THE COMMISSION'S THIRD AND MOST IMPORTANT SPHERE OF ACTIVITY IS ADMINISTRATIVE, INVOLVING DEVELOPMENT, MAINTENANCE, AND EVALUATION OF POLICE SERVICES THROUGHOUT THE PROVINCE, AS WELL AS COORDINATION OF ACTIVITIES IN THE VARIOUS LOCAL DEPARTMENTS. TO DO THIS, THE COMMISSION MAINTAINS A BUREAU OF STATISTICS AND AN INFORMATION CENTER, WHICH FACILITATE CRIME DETECTION AND PREVENTION. DEPARTMENTS OF THE COMMISSION ALSO HANDLE PUBLIC RELATIONS WORK AND COMMUNICATION WITH VARIOUS GOVERNMENT MINISTRIES AND AGENCIES. A RETROSPECTIVE VIEW OF THE COMMISSION'S EFFORTS TO DEVELOP PROCEDURES FOR POLICE PERSONNEL INDICATE IMPROVEMENT IN GENERAL AND SPECIALIZED TRAINING PROGRAMS AS WELL AS IN POLICE PROFESSIONALISM OVER THE LAST 10 YEARS. THE COMMISSION MUST ALSO DECIDE WHETHER CONDITIONS WARRANT ESTABLISHMENT OF A NEW POLICE DEPARTMENT OR ELIMINATION OF AN OLD ONE. TABLES SHOW ANNUAL EXPENDITURES AND FIGURES FOR AVAILABLE HUMAN RESOURCES, BOTH IN THE COMMISSION AND IN THE VARIOUS POLICE DEPARTMENTS; SEPARATE STATISTICS FOR POLICE DEPARTMENT SIZE BY CITY, CITATIONS AWARDED TO POLICE AND CITIZENS, AND POLICE DISTRICTS ARE FURNISHED. --IN FRENCH.
