THE ADDITION OF A FULL-TIME COUNSELOR AND A PART-TIME CONSULTANT TO THE NEW HAMPSHIRE STATE PRISON'S DRUG AND ALCOHOL TREATMENT PROGRAM IS EVALUATED. INITIAL PROGRAM GOALS HAVE BEEN MET.
Abstract
AFTER AN EXTENSIVE REVIEW OF THE GRANT'S BACKGROUND, THE WORK OF THE COUNSELOR AND THE PART-TIME CONSULTANT IS DESCRIBED. THE PURPOSE OF THE PROJECT WHICH LASTED FROM JANUARY 6, 1978 TO JANUARY 30, 1979, WAS TO CONTINUE AND EXPAND SERVICES PREVIOUSLY PROVIDED TO THE STATE PRISON BY THE NEW HAMPSHIRE DIVISION OF PUBLIC HEALTH SERVICES THAT WERE DISCOUNTNUED DUE TO BUDGET CONSTRAINTS. THE NEW PROJECT PROVIDED INITIAL SCREENING OF PERSONS ADMITTED TO THE PRISON TO IDENTIFY SUBSTANCE ABUSE PROBLEMS, DESIGNED AND OPERATED TREATMENT PROGRAMS FOR INMATES WITH ALCOHOL OR DRUG ABUSE PROBLEMS, AND DEVELOPED PAROLE AND POSTRELEASE PLANS FOR FOLLOWUP TREATMENT. THE EVALUATION FINDS THAT THE FIRST TWO GOALS HAVE BEEN MET WELL, BUT THAT THE LACK OF COORDINATION AMONG STATE AGENCIES MAKES FOLLOWUP AFTER RELEASE DIFFICULT. RECOMMENDATIONS ARE MADE FOR COORDINATION AMONG PROBATION, PAROLE, AND STATE HEALTH AGENCIES. THE PURCHASE OF TRAINING MATERIALS IS ALSO URGED. THE PROGRAM'S REVENUE AND BUDGET ARE INCLUDED. (GLR)
