Standards which will structure the format of children's residential care facilities under Ontario's Children's Residential Services Act of 1978 are presented.
Abstract
According to the recommended licensing procedures and standards review, all children's residential facilities will be licensed in the name of the facility operator by the regional and area offices of the Children's Services Division of the Ministry of Community and Social Services. A license will be granted if the facility complies with all of the standards; decisions for license denial may be appealed. Each residence will be formally reviewed every 3 years by a supervisor of the ministry and reviewed in each of the other 2 years by the operators themselves, using the review manual supplied by the ministry. The standards apply to management practices, such as maintenance of a current organization chart and preparation of an annual budget, a written statement of purpose, and a daily log. Personnel procedures require job descriptions, probationary periods for employees, performance evaluations, employee files, and development of a written code of conduct. Complete financial records and fire and liability insurance coverage are mandatory. The residential child care program must admit children without regard to race, religion, or ethnic origin. A written agreement for service is completed upon admission of the child, and an individualized plan of care is designed for each child within 30 days of admission. The operator must assure that daily needs of the children are met, including nutritionally adequate meals, suitable clothing, privacy of correspondence, medical and dental care, clearly defined disciplinary policies, family involvement, and individual attention. All children shall have the opportunity to register complaints and to attend an educational program. Complete, confidential records must be maintained for each child and must be reviewed semiannually. Serious incidents involving the child and transfers or discharges must be documented and reported immediately to parents or the guardian. A staff-child ratio of one to eight shall be maintained. Each facility must maintain proper equipment; recreation areas; sleeping, bathing, and storage areas; and lighting and heating systems. Extensive fire and safety requirements are outlined.
