  Annotation: This study provides an overview of how the firearm check procedures work in the various States to help in measuring the impact of the Brady Handgun Violence Prevention Act.
Abstract: The information presented is based on a three-part survey sent to all the States in June 1995. The first part of the survey, Firearms Inquiry Statistical Technique, focuses on the process and procedure an agency follows to review an application to purchase a firearm. The second part of the survey, Firearms Inquiry Survey Tracking, focuses on individual transactions that involve the initial rejection of an application. The third part of the survey, Firearms Inquiry Statistical Tally, shows the total number of applications processed and the resulting decisions. Most of the States responded to Part A of the survey, but declined to submit Parts B or C until automated processing software supported by the Bureau of Justice Statistics was developed. This software was released to the State in December 1995. This report summarizes the Part A responses received from 40 States as well as verbal discussions interviewers had with nonresponding States. The format of information for each State consists of source of information, additional restrictions on purchase, limitations on use, permits, handgun registration, scope of sales covered, background checks, information on the application, fees charged, State data, retention of applications, and current activity. One appendix lists each State's FIST (Firearm Inquiries Statistics) contact, and another appendix summarizes each State's number of chief law enforcement officers, reported instant check capability, and initial rejection data as of January 1996.
