  Annotation: The Omnibus Crime Control and Safe Streets Act of 1968 is designed to assist State and local governments in reducing the incidence of crime and to increase the effectiveness, fairness, and coordination of law enforcement and criminal justice systems at all levels of government.
Abstract: This document presents Public Law 90-351 as amended through 1987. The act contains provisions relevant to the establishment and functions of the Office of Justice Programs, the National Institute of Justice, and the Bureau of Justice Statistics. The act also covers block grants, discretionary grants, criminal justice facility construction, and the training of State and local criminal justice personnel by the Federal Bureau of Investigation. Administrative provisions of the act focus on consultation, the establishment of rules and regulations, notice and hearing on denial or termination of grants, appellate court review, subpoena power, authority to hold hearings, personnel and administrative authority, title to personal property, prohibition of Federal control over State and local criminal justice agencies, recordkeeping, confidentiality of information, the administration of juvenile delinquency programs, and limitations on civil justice matters. The act also deals with criminal penalties, public safety officer death benefits, and grants for drug law enforcement programs. An appendix contains related statutory provisions and notes on programs administered by the Office of Justice Programs.
