Annotation: This report to the Chairman of the U.S. Senate Select Committee on Intelligence reviews existing U.S. Federal detention facilities at Guantanamo Bay, and identifies factors to be considered in the event that the facilities are closed and the detainees transferred to the United States.
Abstract: This report was developed by the U.S. Government Accountability Office for the Chairman of the U.S. Senate Select Committee on Intelligence. The primary purpose of the report was to report to the Committee on the status of existing U.S. Federal detention facilities at Guantanamo Bay, and to identify factors to be considered in the event that the facilities are closed and the detainees are transferred to the United States. The report also reviews existing corrections facilities in the United States to provide a general, rather than specific, overview of stateside facilities that could be used to house the detainees. The findings from the review are presented in sections: Characteristics of the Current Guantanamo Bay Detention Facilities and Infrastructure; four DOD Corrections Facilities in the Unites States and Factors to Consider If They Were to Hold Detainees; and DOJ (Department of Justice) Corrections Facilities in the United States and Factors to Consider If They Were to Hold Detainees, and Agency Comments and Our Evaluation. The report also includes five appendixes that cover the scope and methodology of the review, a summary of key legislation affecting the potential to transfer Guantanamo Bay detainees to the United States, and a non-interactive timeline of Guantanamo Bay detention operations.
