  Annotation: This is the 2011 Annual Report presented to the Texas Governor and Legislative Budget Board by the Texas Juvenile Probation Commission (TJPC), whose mission is “to work in partnership with juvenile boards and their local juvenile probation departments to provide a comprehensive range of community-based probation programs and services to ensure public safety, offender accountability, and assistance to offenders in becoming productive, responsible, law-abiding citizens.”
  Abstract: This report is the last funding and program report under the entity of TJPC. As of December 1, 2011, TJPC merged with the Texas Youth Commission (TYC) to create the Texas Juvenile Justice Department. This report includes a review of TJPC’s activities over the decades of its existence. TJPC allocates funds appropriated by the Texas Legislature in the form of grants intended to assist local juvenile boards in operating juvenile probation departments, juvenile detention and correctional facilities, and providing basic and special services to youth in the juvenile probation system. This report describes the funding contract and allocation methodology and select agency appropriations riders. Information is provided on funding effectiveness, evaluation, and accountability. In addition, an overview of Rider 15 Community Corrections Diversion Program is presented, followed by an overview of TJPC’s accomplishments. Nine appendixes contain information and data on TJPC’s work. These include data on allocations to juvenile probation departments for fiscal years 1010, 2011, and 2012; a description of funding contract and allocation methodology for fiscal year 2010-2011; and community-based services for misdemeanor offenders, who are no longer eligible for Texas Youth Commission commitment grants. Other appendixes report on community corrections diversion program grants for 2010-2012, technology upgrade funding, and an overview of the juvenile case management system, and definitions and calculation methodologies in the juvenile probation system.
