This report presents evaluation findings and recommendations for the 17 Youth Participation and Community Services Job Development Demonstration Projects funded by the Youth Development Bureau of the U.S. Department of Health and Human Services from October 1979 through September 1980.
Abstract
The demonstration programs were administered by runaway youth centers. The programs were intended to facilitate (1) youth involvement in participatory, educational, and work activities, including community service jobs, and (2) positive personal and community development. The evaluation examined program planning and implementation; impact on the juveniles, the agencies, and the community; a comparison of implementation strategies and outcomes across projects; and proposed recommendations. Relevant data were obtained through observations during site visits, analysis of program records, and surveys and interviews of staff and clients. Some common problems were staff and youth turnover, uncertainty about the value of employment and education experiences, false expectations created by 'dead-end' jobs, and the obtaining of facilities and support services. The report proposes a composite project model for high-risk youth in which youth employment is an integral part of a service system supporting youth who need increased social participation. Recommendations are offered in the areas of implementation, program, and evaluation. Technical appendix and data tables.
