This curriculum defines the goals for bilingual education for Hispanic inmates in New York State and provides structured guidelines for bilingual teachers serving the State's correctional facilities.
Abstract
The curriculum rests on the view that traditional education's failure to reach much of the Hispanic community effectively is partly responsible for the large number of Hispanics in corrections. One-fourth of New York's inmates are Hispanic, and approximately three-fifths of these inmates are functionally illiterate in both English and Spanish. The curriculum guide defines the educational needs of subpopulations of the target population, the time to be devoted to each curriculum area, placement and promotion policies, classroom procedures, and assessment guidelines. Subject areas include English as a second language, Spanish literacy, mathematics, cultural history, science, survival skills, study skills, and precollege skills. Guidelines for each subject area cover the rationale, course objectives, list of materials, and methods of evaluation. 15 references and appended forms, diagnostic tests, and a detailed curriculum for English as a second language.
