The curriculum rests on the view that traditional education's failure to reach much of the Hispanic community effectively is partly responsible for the large number of Hispanics in corrections. One-fourth of New York's inmates are Hispanic, and approximately three-fifths of these inmates are functionally illiterate in both English and Spanish. The curriculum guide defines the educational needs of subpopulations of the target population, the time to be devoted to each curriculum area, placement and promotion policies, classroom procedures, and assessment guidelines. Subject areas include English as a second language, Spanish literacy, mathematics, cultural history, science, survival skills, study skills, and precollege skills.
