An assessment of the management, administration, and program processes of Maryland's Division of Corrections recommended numerous changes to address major problems.
Abstract
The headquarters needs greater continuity and clarity of leadership and a more efficient process for promulgation of written policies. The division also needs a formal strategic planning process and increased capability for doing operational analyses and program assessments. The processes used to recruit, hire, train, and develop staff all need major changes. The division also needs a plan for regional sharing of support services. Administrative and operational changes are also needed in capital budget formulation and administration, facility maintenance, fiscal administration, personnel management, training, and the administration of specific correctional programs. The information systems also need modification. Maryland's correctional officials should also explore areas where the private sector could take part in corrections in a cost-effective manner.
