The Rochester Police Department (New York) designed and implemented a system to select criminal investigators.
Abstract
On the basis of detailed job descriptions and task analyses, 12 behavioral dimensions were identified as traits necessary in an investigator. These included judgment, problem analysis, decisiveness, planning and organization, initiative, risk-taking, listening skills, sensitivity, stress tolerance, impact, written communication skills, and oral communication skills. These dimensions were ranked in order of importance and provided the basis for subsequent evaluations. Candidates first were ranked on six of the dimensions by both a coworker and a supervisor. An assessment center, with specially trained assessment personnel, rated candidates on these dimensions in a series of additional exercises. The case file exercise required candidates to analyze file materials, prepare a memo on their analysis, and discuss the case with assessors. A leaderless group discussion required groups of candidates to examine proposed courses of actions, all involving conflicting priorities, in terms of their costs and benefits. The third exercise had candidates question a 'resource person,' gather facts, and justify a decision on the basis of information gathered. Finally, a career interview provided candidates with a nonstressful situation in which they could relate their achievements and aspirations. 32 notes.
