After reviewing the limitations of legislative and law enforcement approaches to juvenile drug abuse, the book proposes a communitywide mobilization to prevent and treat juvenile drug use. The key components of such a program are awareness and education, identification and referral, counseling and treatment, support groups and activities, and the incorporation of key program components into various systems. Steps in community mobilization involve assembling a task force of concerned persons to act as change agents, assessing community problems and resources, designing prevention and treatment programs, gaining support of key persons, addressing barriers to action, and maintaining a broad base of community support. The elements of effective programming for prevention and treatment are discussed for school drug programs, followed by descriptions of an educator-led community mobilization against juvenile drug abuse in Ohio and a parent-led mobilization in Montana. The involvement of parents' groups, community volunteers, school counselors, program coordinators, social workers, and probation officers is spotlighted.
