The Courts Management Change Program is a major initiative undertaken by the Government of Victoria, Australia, to increase the efficiency and effectiveness of the court system.
Abstract
This consultation report describes the community's views on proposals and related issues involved in proposed reforms. Overall, the proposals drew a positive response to fundamental changes. Strong support was found for the progressive introduction of changes in the jurisdiction and functions of the magistrates' courts to make them more adaptable and responsive to community needs for accessible and inexpensive justice. While the proposal for regional management structure was supported, there was debate about the location of headquarters courts. Other proposals supported included progressive computerization of court administrative services, development of appropriate visiting service networks to expand the range of services provided by court clerks, improved hearing procedures to reduce court delays, and staff reorganization to improve the administration of justice and increase job satisfaction of court personnel. Appendixes include a list of regional submissions and organizations involved in the consultation.
