The study examined some ways in which persons with alcohol and other drug problems may be diverted from criminal justice agencies to appropriate medical and welfare services. A survey identified criminal justice agencies and health-welfare services in the northern beach suburbs of Sydney, Australia. The study determined how drug abusers contacting the criminal justice system could be treated by community agencies and the role of a volunteer drug referral center in facilitating such assistance. The project constructed maps of the referral chains linking criminal justice agencies and drug and alcohol services. Four criminal justice decision points suitable for diversion were identified, along with the values, goals, and interests that may determine referral decisions. Some of the dangers in the diversion of drug abusers from criminal justice processing were also considered. Recommendations cover strategies for action at the community, police, presentence, and postsentence levels. 11 figures, 3 tables, 3 notes, and 10 references.
