The recommended practices were developed at a national conference held at the National Judicial College near the end of 1983. Introductory sections of the manual describe the origins and nature of the conference and the major issues of concern to victims. Subsequent sections first present the entire Statement of Recommended Judicial Practices and then list each practice together with a commentary on its factual background and relevant legal and constitutional issues. A further section presents additional significant issues on which no recommendations were made, due to the judges' views that these issues should be addressed by the legislative or these issues should be addressed by the legislative or executive branches of government. Extensive appendixes present a victims' rights questionnaire, information pamphlets furnished by two courts, The Wisconsin Victim's Bill of Rights, and related materials. 35 references.
