Abstract
Testimony by Amtrak investigative personnel and management personnel describes the company's investigation of allegations of procurement and payroll abuse. Although the investigators brought some evidence of possible criminal conduct, the prosecutor did not believe the evidence was sufficient to warrant criminal prosecutions. Subcommittee members question Amtrak personnel about the adequacy of inventory records and a double standard used by Amtrak management for the disciplining of union and management employees involved in misconduct. Testimony by some Amtrak employees suggests management efforts to discourage investigations of mismanagement and dishonesty. Other Amtrak officials testify about Amtrak efforts to improve accountability and management procedures so as to reduce fraud and waste.
