This report recommends an organizational strategy and action plan for improving the scope and quality of addictions programs (alcohol, narcotics, and other addictive drugs) under Correctional Services Canada (CSC).
Abstract
The report's secondary purpose is to align addictions programming with state-of-the-art practices in addictions program management. After explaining the addictions-corrections link, the report clarifies CSC's addictions programming mandate and objectives and highlights the findings of two comprehensive addiction literature reviews recently completed by the CSC's Offender Programs Branch. Current CSC addictions programming is assessed, and a plan of action for upgrading such programs is recommended. The proposed programming framework contains recommendations for addictions awareness and training for staff at all levels and for addictions programming staff in particular. It outlines desirable education, treatment, and rehabilitation programs for the addicted offender. Organizational tools are recommended to facilitate the management of the proposed programs. These include an addiction program data base, an offender addictions profile, special addiction studies, an addictions program submission system, and an addictions programs monitoring system. The principal recommendation is that an addictions program center be established within the Offender Programs Branch to expedite all aspects of the recommended plan and that Psychological Services be responsible for the developmental phase.
