This guide provides general information on acquired immune deficiency syndrome (AIDS) and presents the policies and procedures of the New York State Department of Correctional Services in dealing with inmates and parolees with AIDS.
Abstract
Section I presents the general facts about AIDS to set the foundation for the department's approach to casework and supervision involving inmates and parolees with AIDS. Section II outlines policies and procedures pertaining to confidentiality, coordination with the department, discharge planning, report status, and recordkeeping. Section II delineates a broader range of operational procedures that apply to the provision of services and supervision for AIDS cases. Section IV, which addresses the service needs of AIDS patients, highlights areas which must be considered in discharge planning and supervision so as to meet the varied needs of offenders with AIDS. This information is expanded in Section V, which describes services and resources available to parole staff working with parolees having AIDS. Section VI lists Division of Parole regional AIDS liaisons and parole services program specialists. Section VII provides information on working with the Social Security Administration to secure the benefits for which AIDS patients are eligible. Section VIII contains materials and guidelines on AIDS issued by the New York State Department of Health. The final section includes articles and reports on AIDS, addressing such topics as the transmission of AIDS, HTLV-III antibody testing, and AIDS in prisons.
