The program's success also shows the impact a strong advocate can have and how a successful community corrections program can be a political asset rather than a liability. The Alpine Center Program has replaced the jail-based work-release program. The new program has helped eliminate both jail overcrowding and a large deficit in the county general fund. Probation Officer Nicholas Westra initiated the program and obtained the sheriff's support. He then helped to establish a local corrections commission to govern the program. Commission members included representatives of the judiciary, law enforcement, the prosecutor's office, the probation department, and the county commissioners. The program uses eight community work sites and maintains close communication with employers and careful monitoring of offenders. Offenders who perform well receive increasing privileges and become eligible for paid employment. The program also offers problemsolving and stress management courses. A local chapter of Alcoholics Anonymous is also available. A team process determines offender eligibility for the program.
