In October 1984, the U.S. Department of Education hosted a corrections education forum for the discussion of issues and concerns related to the delivery of educational services to offenders and to make recommendations for a national conference to be held in 1985.
Abstract
Following opening remarks, the implications of Department of Education resources and practices for correctional education were discussed. Additional topics addressed the first day included the need for cooperation between educational and correctional agencies to expand and improve delivery of technical, vocational, and academic services for offenders, and prospects for correctional education in the 1980's. During small group working sessions held on the second day, participants identified client characteristics, impediments to service delivery, and modifications or innovations needed to overcome impediments. Major client needs for remediation were in areas related to significant deficits in education, employability, social skills, and economically related areas. Lack of funding, inadequately trained staff, and inadequate facilities and materials were identified as major impediments. Recommendations for improvement focused on the need for linkages and coordination among systems and agencies involved in the provision of educational services to offenders. Conference recommendations centered on many of the same concerns related to improving service delivery.
