President Reagan identifies those nations involved in a network of terrorism against the United States and its allies, the objectives of this network, and the U.S. response to it.
Abstract
Iran, Libya, North Korea, Cuba, and Nicaragua form a confederation of states that is training, financing, and directly or indirectly controlling most of the terrorists who are kidnapping and murdering American citizens and attacking American installations. These states are united by their fanatical hatred of the United States, our way of life, and our international stature. The objectives of the terrorist network are to disorient the United States, to disrupt or alter American foreign policy, to sow discord between allies, to frighten friendly Third World nations and to remove American influence from those areas where the United States is helping to bring stable and democratic government. These terrorist states are engaged in acts of war against the United States, and under international law, any state so attacked has the right to defend itself. America will act to indict, apprehend, and prosecute those who commit acts of terrorism against its citizens.
