Abstract
The development of user requirements will include an The development of user requirements will include an update of system requirements and the creation of criteria for system auditing. The satellite usage study will explore the privacy aspects of satellite use, security required for satellite usage, redundancy requirements of the ground equipment, and the merits of various frequencies. The network analysis/comparison task will include the evaluation of existing NLETS switchers, NLETS upgrades, cost reductions, creation of ground rules for developing network concepts, development of evaluation criteria, the analysis of centralized networks, network summation, and an analysis of distributed networks. The facsimile study will identify digital facsimile hardware suitable for a message switching network, obtain cost/performance data on analog facsimile hardware and continuous readout digital facsimile, compare costs of alternative facsimiles, and determine whether a facsimile capability is cost effective. The guidelines document for command and control systems will revise phase I guidelines to include the impact of mobile digital terminals on command and control systems and operations.
