Abstract
The volume represents a revised compendium of five previous handbooks. Advice on planning and decisionmaking regarding a community's jailing needs covers population analysis and projection, alternatives to incarceration, the use of multijurisdictional facilities, and inmate programs and services. Detailed projection methods emphasize the consideration of alternatives and demonstrate how to analyze the costs and benefits of various courses of action. The impact of specific court decisions on local jurisdictions is also analyzed. The need for planning to include participation by both the public and the justice agencies is emphasized. Guidelines on developing a feasible strategy for providing needed facilities show how to assess existing facilities, how to develop and compare options, and how to prepare cost estimates for construction and operations.
