Of these incidents, 859 involved verbal harassment or threats of violence, 445 involved physical assaults, 238 involved police harassment or negligence, 216 involved vandalism, and 20 involved homicide. Further, these figures represent only a very small fraction of the actual number of incidents occurring nationwide: 19 States were unrepresented, and participating organizations were not aware of all or even most incidents occurring in their communities. Data also suggest that there has been an increase in antigay violence, possibly associated with an AIDS backlash. In addition to these findings, surveys released by seven organizations in 1985 also documented the pervasiveness of antigay violence and victimization. Federal agencies have failed to take steps to deal with this problem, and many local and State Governments likewise have failed to take action. Recommendations to curb antigay violence include increased research, enhanced penalties for hate crimes, educational programs, and civil rights protections for lesbians and gay men.
