This paper explores some of the underlying reasons that have made the United States a primary target of terrorist attacks.
Abstract
Failing to take sufficient account of these factors has prompted U.S. policymakers to overemphasize military solutions in dealing with the highly differentiated and indirect threats which terrorism presents. (Author abstract)
