This report presents data on adult felony offenders arrested in Honolulu, Hawaii in 1981 with regard to incident, the victim, and decisions made by law enforcement officials whether to formally charge or release the offender.
Abstract
Offenders in the sample were involved in 440 serious felony and 309 selected felony incidents. Of the serious felony incidents, 251 were robberies, 25 homicides, 43 attempted homicides, and 92 forcible rapes. Property and drug abuse offenses accounted for most selected felonies. The typical felony arrestee was about 23 years old, white, male, single, without dependents, a Hawaii resident born in Hawaii, a high school graduate, and employed. Police formally charged 62.2 percent of the serious felony arrestees and 54 percent of the selected felony arrestees. They typical felony victim was about 25 years old, white, male, a Hawaii resident, was the only victim in the incident, was attacked by a single assailant, was not injured, and did not know the assailant. The report provides detailed information for four areas: arrestees' socioeconomic and demographic characteristics: features of the arrest including charge, bail, and sobriety; the incident including time, place and type of property stolen; and victims' demographic characteristics, extent of injury, and relationship to offender.
