The formal arts program began in 1980 with weekly visual arts workshops taught by volunteer artists. In summarizing this initial phase, the paper discusses problems posed by security regulations and aging facilities without studio space, instructors' methods, and inmates' responses. Because these classes revealed considerable interest in other cultural areas, creative writing and poetry workshops were added to the program. Fundraising efforts to expand and stabilize the program are described, as is the extensive resource network that grew to support the program. In 1983, a major grant allowed the program to hire a full-time director. Examples from workshops taught at Holmesburg Prison demonstrate teachers' views and instructional approaches and prisoners' commitment to the program. Workshops held in a women's prison and a secure juvenile unit are described, along with efforts to involve prisoners in community activities.
