This manual, developed from the Police Intercultural Education Pilot Project in Vancouver and Ottawa, Canada, in 1984, outlines how police forces and minority communities can establish their own intercultural training programs based on the training modules used in the pilot project.
Abstract
The rationale for intercultural training is the need for police and minorities to understand the dynamics influencing each group, particularly in conflict situations. Following an overview of the pilot program, the manual describes the 20 steps necessary to implement a police-community intercultural training program. These steps are in the general areas of gaining initial acceptance, workshop management, workshop operation, participant selection, and evaluation and publicity. Prior to finalizing the content for the 3-day intercultural training course, a 1-day orientation is proposed for senior police officers and the leaders of minority communities. The content and schedule for such a program is outlined. Workshop objectives and principles are presented, followed by a presentation of the training syllabuses and training plans (modules) used in the Vancouver and Ottawa programs.
