This report of the Seventh United Nations Congress on the Prevention of Crime and the Treatment of Offenders (August 26-September 6, 1985) contains decisions of the congress and descriptions of the origins of and preparations for the congress and congress proceedings.
Abstract
Decisions by the congress include a plan of action for preventing and combating crime, principles for crime prevention and criminal justice in the context of development and a new international economic order, draft instruments and resolutions recommended for adoption by the General Assembly, and other instruments and resolutions adopted by the congress. Among the instruments presented are standard minimum rules for juvenile justice administration, basic principles of justice for victims of crime and abuse of power, standards for juvenile delinquency prevention, and domestic violence. Also provided are a model agreement on the transfer of foreign prisoners and recommendations on the treatment of foreign prisoners as well as basic principles on the independence of the judiciary. Among some 24 congress resolutions are those that pertain to organized crime, drug trafficking, law enforcement code of conduct, prisoners' sights, terrorist criminal acts, and safeguards for the rights of those facing the death penalty.
