This report presents the 1987-1990 strategic plan of the Washington Law Enforcement Executive Forum (Washington State), which is composed of representatives of the Washington Association of Sheriffs and Police Chiefs and business representatives acting to coordinate police and business cooperation for public safety.
Abstract
After reviewing achievements of the forum under the 1981-1986 strategic plan, the 1987-90 plan is presented. The plan encompasses perspectives, responsibilities, external trends, analysis of the internal situation, and strategic recommendations. Strategic plan perspectives cover the plan's rationale, planning process, and current objectives, which include the identification and addressing of community crime trends. Detailed objectives are to provide for frequent and constructive dialogue between police and the business community, executive training for both groups, increased business involvement in crime prevention, and police-business cooperation in public education to prevent crime. Responsibilities encompass the use of forum funds, legislative analysis and support, and advocacy. An analysis of external trends focuses on political, social, economic, educational, and legal problems as well as forum opportunities. The analysis of the internal situation reviews forum vulnerabilities, strengths, and key leverages. Strategic recommendations are listed.
