Abstract
Section 1 contains text from the request for proposals for minimum-security facilities issued by the Texas Department of Corrections in 1986. It specifies criteria for site selection, facility design, costs, contractor experience and training, financing, time constraints, and programs and services. It also includes an inmate profile. Section 2 outlines court-mandated standards for new construction and renovation and requirements for vocational and recreational activities, inmate clothing and linens, visitation, and staffing. The final section provides information on operational and logistical concerns, supply and warehousing, utilities and improvements, environmental issues, and community resources that relate to prison location. Appendixes include enabling legislation, a summary of American Correctional Association accreditation requirements, and citations of applicable requirements for specific interest proposals.
